Decrees by the current president of Mexico, issued in 2020 and 2023, banning imports of biotech corn for domestic use in tortillas are set to take effect in 2024. Despite repeated requests by industry and the U.S. Government, the Mexican government has failed to provide a scientific basis for the ban and implied change in food safety regulations, which may be in violation of its obligations under the U.S.-Mexico-Canada Agreement and World Trade Organization.
