Thomas Argall
DEPUTY DIRECTOR, FOREIGN INVESTMENT REVIEW, OFFICE OF GLOBAL INVESTMENT AND ECONOMIC SECURITY, U.S. DEPARTMENT OF DEFENSE
Thomas J. Argall serves as the Director for Department of Defense Committee on Foreign Investment in the United States (CFIUS) Operations in the Office of Global Investment and Economic Security, Industrial Base Policy, OUSD (Acquisition and Sustainment), Office of the Secretary of Defense.
He advises the Director of Global Investment and Economic Security on the impact of foreign acquisitions, mergers, and investments (“investments”) in the United States that present national defense and security concerns. In this role, he leads a DoD CFIUS team of 35 government and contract personnel who investigate, mitigate, and monitor foreign investments filed with CFIUS.
The DoD CFIUS team reviews over 425 investments annually with DoD taking the substantive lead or co-lead agency role among CFIUS’s nine-member agencies in well over fifty-five percent of filed investments. Likewise, the DoD CFIUS monitoring team has the largest workload on the Committee serving as the lead substantive agency for monitoring over 140 active national security agreements.
Mr. Argall served as the deputy director for DoD CFIUS Case Analysis before assuming his current position in December 2022. He has been with the DoD CFIUS team since August of 2019. Before joining the DoD CFIUS team, Mr. Argall served as an intelligence analyst for two major defense contractors from 2017 to 2019. Mr. Argall was an active-duty Army intelligence analyst from 2011 until 2016, culminating in his promotion as a non-commissioned officer and supervisor.
Mr. Argall has a Bachelor of Science in Aviation Flight Operations from the University of Dubuque and a Master’s in Applied Intelligence from Georgetown University (professional studies). He was born and raised in the Chicago, Illinois area and remains a devote Chicago Cubs fan.
