January 29, 2008 - When the House Committee on Small Business, chaired by Nydia Velazquez, held a hearing today on reauthorization of the SBIR program, the panelists generally agreed that the criteria for SBIR grant eligibility should revert to its original structure which allowed SBIR grants to support innovative biotechnology companies when more than 50% of its investors are comprised by venture capitalists, including venture funds sponsored by advocacy organizations such as the Cystic Fibrosis Foundation, whose president testified today.

Health Advocacy Groups Seek to End Barriers in Accessing Funding for Vital Medical Research
In a letter to Congressional leaders today, 52 patient advocacy and medical specialty groups urged for the restoration of eligibility for small biotechnology companies to compete for Small Business Innovation Research (SBIR) grants, a federal program that provides a vital source of funding for new biomedical innovation. At a Congressional roundtable, the Biotechnology Industry Organization (BIO) will ask Congress to restore eligibility for many small biotech companies to enable them to compete for Small Business Innovation Research (SBIR) grants. (October 17, 2007)

Changes in SBIR Program Threaten Biotechnology Company Funding
The Small Business Administration (SBA) provides start-up funding to small businesses in a variety of ways. One program is the Small Business Innovation Research (SBIR) program which allocates a specific percentage of federal research and development (R&D) grant money for small business applicants. This "seed" money is critical capital for emerging biotechnology companies to fund breakthrough R&D activities. In January of 2001, the SBA Office of Hearings and Appeals changed their interpretation of who qualifies for an SBIR grant to exclude any company that is venture capital-backed in excess of 51%. This new interpretation threatens an important funding source for emerging or start-up biotechnology companies. (September 24, 2007)
