President's Fiscal Year 2004 Budget Proposal

Overview

On February 4, the Bush Administration unveiled its $2.2 trillion budget proposal for fiscal year 2004, a 4.2% increase over 2003 spending levels. With a distinct focus on national security, homeland security, and economic security, President Bush submitted a budget that addresses the ongoing threats of terrorist attacks, recession, and potential war with Iraq. The President's domestic agenda is highlighted by increases in such priorities as domestic and international health care, retirement security, and Medicare modernization including outpatient prescription drug coverage.
