Mission:

To promote efficient and effective public to private technology transfer mechanisms for the biotechnology community domestically and internationally, including focusing on funding mechanisms to promote Technology Transfer.

Responsibilities:

  • The Technology Transfer committee is responsible for a thorough review of the current mechanisms for technology transfer and mechanisms in place for Cooperative Research and Development Agreements within the biotechnology industry; member and public outreach on technology transfer in biotechnology product development; and identifying areas in public/private collaborations that may need fine tuning.
  • The committee is responsible for reviewing and commenting on proposed State and Federal technology transfer legislation.
  • The committee is responsible for reviewing and commenting on Tech-Transfer-related regulations from Federal and State agencies, including the National Institutes of Health (NIH).
  • The committee works with BIO staff to brief Members of Congress and officials of appropriate governmental agencies such as the NIH on technology transfer matters.
  • The committee actively participates in efforts to influence legislation, treaties, jurisprudence and practice in a manner most beneficial to the continued positive development of the biotechnology industry.
  • Committee members may be asked to help develop technology transfer related position papers, white papers and educational materials.
  • Committee members may be asked to formulate comments and testimony on various technology transfer related guidelines and regulations.
  • Exploring funding of Translational research.

Policy Approval Process: Substantive matters designed to become the official position of BIO are sent as recommendations of the Technology Transfer committee to the Emerging Company Section (ECS) Board Task Force and the Board Standing Committee on Intellectual Property for first review. The ECS Board Task Force and Board IP Standing Committee will discuss and, as appropriate determine changes in the recommendations. The Task Force and Board Standing Committee will then either return the substantive matter to the Technology Transfer committee for further comment and revision or refer the matter to the full Board of Directors for consideration.

Eligibility for Participation: Must be a member of BIO. Unless otherwise directed by the chair of the Technology Transfer committee, Technology Transfer committee members must represent a member biotechnology company or university.

Obligations: The committee meets 2-3 times a year in-person. There are also opportunities for working groups to meet on an ad hoc basis or to give comments throughout the year on papers, letters, and other correspondence sent out on behalf of BIO's members.
