USDA's Animal and Plant Health Inspection Service (APHIS) published a Federal Register notice (Docket No. 03-031-2) of intent to prepare an environmental impact statement (EIS) on agricultural biotech products, which was available for public comment. This open comment period, which closed April 13, allowed for the submission of comments of USDA APHIS regulations concerning agricultural biotech products from the public as a whole.
